The access stairway is on the side in the picture you posted, but the Virginian 2-10-10-2 stairway is centered on the front, not on the side. I think it is a Texas type 2-10-4. (1st picture). The stairway, steam chest, chest piston and the eccentric arm match the picture you posted. The V 2-10-10-2 also do not have a leading bogie set that is directly in front of the steam chest, but is mounted on leading trucks in front of the center mounted stairway. In fact, the low-pressure cylinders of the Virginian 2-10-10-2 have a drawer distribution, which is cylindrical in the picture. Even the front trailer could be on the C&O Allegheny. The front cylinders of the Virginian look even bigger...

The Allegheny is like the Big Boys, the Challengers, and many other articulated, single expansions. The Mallets are double expansion by definition.
